A relic helmet which slows down its user in exchange for a high damage DPS radius effect that paralyzes all enemies while they are in the damage circle. Additionally, it gives its wearer a nice passive boost to armor. The paralyzing effect is currently not displayed in the in-game item tooltip.
It is created by combining Quickmarch Barbute with the Spirit of the City relic material at the Elusive Tradesman.
